Scottish Parliament Election - guidance on count procedures

Declaration: Edinburgh constituencies results

Once the provisional result in a constituency has been agreed, candidates will be asked to accompany the count manager or information officer to the media area where they will be advised about arrangements for announcing the result.

Candidates will be asked to ascend and line up on the stage in the order in which they appear on the ballot paper. The Constituency Returning Officer (CRO) will announce each result from the stage. The CRO will announce the votes cast for all candidates and the number of rejected votes. The CRO will declare the candidate with most votes as the candidate elected to be the MSP for each of the constituencies.

Only the winning candidate will be permitted to make a two-minute speech at the end of each declaration. Because of the number of counts ongoing and the various announcements that need to be made, speeches are limited to the winning candidate. There will be opportunities for all candidates to speak to the media following the declarations.

Regional totals per constituency

For the counting of regional papers per constituency the process is identical. We will make public announcement of the total voters cast per party / individual candidate in the Edinburgh and Lothians East Region for region for each constituency as these totals are finalised and agreed with the regional election agents.
